Job Description

Portland Parks & Recreation is seeking a Capital Project Manager III to join their team!

The City of Portland’s Parks & Recreation (PP&R) bureau is seeking a Capital Project Manager III to help implement the Parks & Recreation Capital Projects. It is the Project Manager’s responsibility to ensure that each project assigned is completed on time and on budget, and that the scope is managed accordingly.

To accomplish this, they will work closely with the Capital Projects Team Manager, project consultant teams, City staff and project stakeholders (including the public) to design and develop construction documents for public bid and construction. Areas of expertise suitable for this position include:

  • Landscape Architecture
  • Architecture
  • Civil Engineering
  • Urban Design
  • or related fields

Experience as a public Capital Projects / Construction Manager is also acceptable. 

As a Capital Project Manager III, you:

  • will be able to work independently on more complex projects both technical and political in nature;
  • must also be adept at equitably communicating with a diverse community, including the ability to explain complex issues in brief, to City senior management and commissioners;
  • must have strong technical design and project management skills;
  • have experience with public capital project practices;
  • must have demonstrated project budgeting and tracking experience;
  • must have successful involvement in working with the public;
  • have strong team collaboration skills;
  • must be able to manage consultant teams;
  • draft and issue requests for proposals

Although not required, you may have one or more of the following: 

  • Education/Training: Associate degree from an accredited college or university in project management, construction management, engineering, architecture, landscape architecture, public administration, public planning, or field related to assigned position; AND
  • Experience: Eight (8) years of progressively responsible experience in construction, construction management, project management, or related field
  • Experience: Working for a public agency and/or publicly funded projects.

To Qualify

The following minimum qualifications are required:
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable:

• Knowledge and experience in applying project management principles, and techniques from design through construction including experience with construction management on a public funded project.
• Knowledge and experience with project funding and budgeting including demonstrated ability to administer and monitor a project budget and anticipate future budgetary needs.
• Experience establishing and maintain working relationships with diverse stakeholders such as experience hiring and managing consultant and/or construction teams, community members, varying levels of staff and other encountered in this work.
• Experience communicating, clearly, effectively, and engaging a diverse community with significant community involvement and scrutiny with a diverse range of community members and staff.
